rT Bismarck) D. T.f Feb. 7, 1877. BUBLEIGH COUNTY DEBT. The financial statement of Burleigh County, published elsewhere, shows the indebtedness of the county to be about $17,000 aside from the orders issued at the last meeting of the Board. Of this five thousand is in the shape of bonds and twelve thousand county warrants out standing. While the debt is large we are not prepared to say that it is unnec essarily so when we consider the difficul ties that the county has labored under. The criminals of the Missouri river coun try from Fort Buford to fcelow Standing Rock are brought to Bismarck for trial, Burleigh County footing the biils, while Bismarck from its location gathers in criminals of every nature from almost ev ery. quarter. All classes recognize in Bismarck a point which must, in the very nature of things, make a large city, and shrewd men of all classes, criminals as well as others, choose it as a point which may afford them opportunities to better their fortunes. Life...

Bismarck, D. T., Feb. 14,1877. BETUBHISCT BOARD WELLS* The conduct of Returning Board Wells, of Louisiana, before the House Commit tee, when under examination as a -wit ness was such as to convince almost any doubting Republican, and satisfy any Democrat that the "old unionist," as the Pioneer-Press styles him, is a fool or a fraud. His conduct before the Commit tee did not relieve him from suspicion or help the Republican case. About the only square statement the old man made •was that Kenner, a wealthy New Orleans Democrat, offered him 5200,000 if he would count the State for Tilden. Ken nersays if Wells had told the truth he would have stated that he (Wells) offered to so count the State for two hundred thousand dollars. According to the state ment of Maddox and Tickett, however, his price was a cool million. General Sherman has written a letter to the Committee on Military Affairs, ob jecting to the signal service expenses be ing charged to the cost of the army, The signal...

Bismarcki T., eb. 21,1877. UIVOTHIHG BUT TAXES." The total tax of Burleigh County for 1876 was $9,436 98. Of this $4,526 49 Was for special school purposes. The school tax, however, was reduced by the action of the electors of the district at the school meeting Saturday evening to $905 26—a reduction of $3,621 24, leav ing the total tax, for 1876, §5,815 74. The taxable valuation of the county for 1S76 was $301,766, but this includes the .railroad property assessed at $99,000, and does not include village lots to which title had not been obtained at the time of the assessment. Of the total tax there was assessed against the railroad company $2,970, but of this, by the action of the -schoolmeeting, $i,i8Swasabated,leaving their tax $1,782. This deducted trom the total tfix of $5,815 7d, leaves for'the peo ple of the county—or others than the railroad company—to pay, for all purpos es, the sum of §4,035. Bismarck, D. T., Feb. 28,1877. Notwithstanding the fact that the Re publican candidate for President is or will be counted in, those jsouthern returning boards are institutions that a free country ought not to tolerate. Whether they abused their power in this case we arejin doubt, but in Louisiana we believe the Democrats have heretofore been robbed of their just rights through the mistaken action, as the more charitable who inves tigated the'subject, styled it, of^the return ng officers, and Democrats should not be blamed for holding that they have again been robbed of a well earned vic tory. But, as we understand it, the ques tion before the Electoral Commission was not whether this board did right or wrohg 'in rejecting certain votes, but whether the law gave it the right to do so. Un der the constitution the states may ap point their presidential electors in'any •manner they choose. They may appoint them by a majority of the popular vote, by legislative action or by the ret...
