Many persons are sending petitions to Congress asking that body to make it apply only to debts contracted after its passage which would nullify any good honest, but insolvent debtors, might hope to derive from the measure. The New York Times says :■ We can conceive of no reason on which these petitions can possibly be based, except a prevailing, but ill-grounded fear, that a bankrupt measure which should afford relief to insoiven, traders residing in the loyal States would necessarily carry absolution to dishonest and disloyal traders residing in the South. _ If this were a valid reason in itself for defeating the bill as it now stands, one would think that an easy way of depriving secessionists of the oenefit of the measure would be to make its operation exceptional In...

Amendment to the Constitution This morning a certified copy of the amendment to the Constitution of the United States prohibiting and abolishing slavery was received hy the Secretary of theCommonwenlth from Mr. Seward, Secretary of State, it was promptly laid before both Houses of the General Assembly, and was'at once ratified by the Senate The House will probably take action on the subject to-morrow.
