Sute : I regret that the bill which Las pass- ed both Houses of Congress, entitled " An act to protect all persons in the United States in their civil rights, and furnish means for their vindication," contains provisions which I cannot ap- prove constitutionally, with my sense of duty to the people, and my obliga- tion to the constitution of the United States.
