PUBLIC WORKS. Non-Political Control Advocated. ''Building's' old arguments advocating the non political control of public works were presented in new garb by a correspondent to the Sydney daily press recently. He said: — 'Let all railways be constructed by the Chief Commissioner. All sewer age works and water supply by the Water and Sewerage Board. All harbour works by the Har bour Trust, and roads and bridges by a Roads and Bridges Board, and so on. 'That a Minister for Works is not fit to control the important works that he now attempts to con trol is proved by the action of the present Minister in dealing in such a way as he did with the con tracts for the second and third sections of the North Coast railway. Sydney has had yet another serious visitation of lire that might easily have developed catastrophic proportions when the comparatively new premises of the Canada Cycle and Motor Company's premises were destroyed. The grace of design and sky-piercing altitude of the building made it a decided architectural acquisi tion. The fact of it being now 'a blackened, dripping ruin,' 'a scar on the architectural cheek of the premier city,' and such like descriptive reference, can be eliminated here. The point for us as probers beneath the surface is the lesson it teaches. First and foremost the building was not fireproof. That this should be so in any circumstances is a . stigma on our civic methods. Section ot the Institute held last Saturday it was decided to officially congratulate the Chairman ,(R. W. Richards, M.Inst.C.E.) on his election as Lord Mayor of Sydney. Reports were presented in connection with Cadet Engineers and a Board of Appeal. Messrs. Seaver and Jenkins were appointed to represent the Institute on a conference being con vened in connection with Cadet Engineers. The Sub-Committee enquiring into the matter of the Board of Appeal has formulated a scheme for presentation to the Minister. The next Council meeting will be held on March 1-1, with the Annual Conference to follow on March 29, extending over three days.
