The peace-loving, christian Apaches called at the Pinal mines early in the evening of the 19th and quietly stole away with fifteen horses and mules which the border ruffian miners sup posed they had some rights in. These miners being without animals, started on foot to try to recover them, and after following the trail two days to the junction of Salt Eiver and Pinto Creek, and their provisions giving, out, they returned without the beasts. Of many, this is the place of their na tivity, and doubtless the continued had government of Mexico has induced numbers to come here and accumulate property in such ways as identify their best interests with Arizona. It is against all reason to suppose these people as a body sympathize with, much less encourage, the works of theft and murder carried on by ban dits of their own or any other race. Decisions of the Supremo Court o the United States are to the effect that tho District Courts in tho Territories are United States Courts in all cases, and that Legislative assemblies can not regulate them and prescribe modes o procedure at variance with tho practice of United States District Courts. Accepting as wo must that decisions of the United States Supreme Court are law notwithstanding the language of local or national statutes, vre find tho usual practice of Courts in Territories under local statutes, lias been irregular and without legal sanction. To remedy this", Hon. "W. H. Clagett of Montana has introduced a bill into' Congress. Tho gist of it is in these words : That the supreme and district courts of tho several Territories aro hereby declared territorial courts while ex ercising their jurisdiction in cases arising or properly cognizable under the laws of said ...
