The amendment consists in empowering the Governor to appoint dur. ing recess of the Council, the officers he and the Council are authorized to appoint by Section 7, the language of amendment be. Here I went to work and put all my surplus funds in the shape of drafts before leaving Helena as a preventative against a forced loan by Road Agents, and then had the temerity to walk the streets of New York with oe remnants of said funds (amoun ting in the aggregate to $2.50, green backs at par,) upon my person.
