[CONCLUDED FROM FIRST PAGE.] by Jus votes' The President of the United States bad so determined, and with this purpose fixed, he insisted upon the Hon. Robert J. Walker accepting from him the appointment of Governor of Kansas, to ef fectuate it. The reason for selecting the individual named, is to be found in the fact that there was a perfect agreement of the two as to the course to be pursued.
