The question of the right of lottery companies chartered by Stato law to Ecnd and receive mail matter through tho United States mails, is to bo brought before Postmaster General IIowo for decision. A law of Congress forbids tho transmission of such mat ter through tho mails, and Postmaster General Key decided that certain lot teries sanctioned by Slate law, had the right to use tho mails. It is thought the present Postmaster General will reverse this decision and prohibit such concerns from using tho mails. The Pension Appropriation bill, as it passed tho Senato, makes no change in tho amount appropriated by the Houso, which remains at 100,000,000.
