Mr. Branch, of North Carolina, offer ed a substitute, providing for the sus pension of the Federal laws in the se meding States until January next, which was not accepted by Mr. Colfax, when a second was proposed by Mr Stevens, of Pennsylvania, declaring the ports situated in the seceding States not ports of entry, by proclamation of the President, and to stop the mails on the lines of the seceding States. Further considerati,,n of the subject was postponed until Thursday of next week. The consideration of the report of the Committee of Thirty-three was re sumed.
