The Hart bill legislates tbe for mer Transportation Commissioners out of oflice, and one Commission er, to be appointed by tbe Governor before tbe lirst of May, is made the legal representative of the old Com mission. The salary o( the new Commissioner is fixed at $1,000, with power lo appoint a Secretary at $2,400. Editor Express: I append he low tbe following document, which can be found among the old arch ives in tbe Recorder's office: In explanation, I would state that in 1848 the Mexican law was in torce In California aud only Catholio priesta were authorized to perform tbe ceremony of marriage, and, by tbe rule 3of tho church, tbey were not then permitted to perform the ceremony between Protestants. Asa civil magistrate, I was directed to proceed according to Mexican law and of course had no power in the matter. The lady had been three mouths a widow, mod was tired of her lonely life. guides. 2Uratd. A CRUSHING DEFEAT. The Passage of the Bailroad Funding Bill— The Onion anil the Central Bonds required to provide for their indebtedness to the Closer-men t. Washington, April 9th.— The Union and Central Pacitic Roads met with a crushing defeat to-day la the passage of the Judiciary Funding bill by a vote of two to one, and a defeat of Blame's amend ment by 35 to 23. These votes aro decisive, as the House will unques tionably pass the bill aud probably by a two-thirds vote. The House Committee ou Pacific Railroads agreed to-day to report favorably a bill identical with the bill passed by the Senate. As barely two months will elapse before the people of this couuty will be called upon to elect mem bers to the Constitutional Conven tion, it is high time that some at tention were given to the subject. We notice that the county Com mittees of the several parties in the upper portion of the State are al ready beginning to put themselves In motion. We have congratulated the Democratic party on the excel lent material which exists in this county for members of the Consti tutional Convention.
