Notice to Miners, The Proprietors of the Town of Vernon, situated at the mouth of Feather River, respectfully represent to Miners, Traders and others upon the Yuba and Feather rivers, North Fork and Bear Creek, that they have perfected arrangements for the prompt transmission of Goods and Passengers to all the principal Mining Localities in this neighborhood. The establishment of Vernon as a depot for goods from the markets below and the recent increase of traders in the place, will, the undersigned trusts, enable the Mining community to procure outfits and provisions at rates as reason as at any other point on the Sacramento or Feather rivers. BILL OF RIGHTS. As Adopted in Committee of the Whole in Convention, Sept. 11, 1849. Sec. 1. All men are by nature free and independent and have certain inalienable rights, among which are those of enjoying and defending life and liberty, acquiring, possessing and protecting property and obtaining safety and happiness. We have received a few copies of the Alta California Extra, containing the proceedings of the Convention up to the 12th, together with other news of interest. On the outside will be found the Bill of Rights, as it passed the Committee of the Whole in Convention at Monterey. We see nothing objectionable in it, and are of opinion that our most radical ' No Charter ' citizens will look upon the document in a favorable light. It gives all men the right to enjoy our free institutions, and to be properly protected in the multifarious branches of industry and enterprise now being engaged in in these stirring times.
