In speaking of the preparations made by the United States, I do not refer to those known to the whole world, because the United States themselves had already said months before the war that they had armed and prepared 108 auxiliary ships, but I refer to the preparations secretly made by them which powerfully assis- ted and directed the Insurgent Committee which the Cubans maintained in Madrid. On the morning of the 26th of May the Squadron of Admiral Schley ap- peared before Santiago, and the next day began the blockade. Some days later Lieutenant Hobson was sent by Admiral Samp- son on the English steamer Merrimac, loaded with coal, for the purpose of being sunk, and thus closing the exit. The steamer was governed with energv and was received by the batteries of Morro and the Socapa. The action of Lieutenant Hobson show- ed great valor, but he was too late, and in the sinking of his ship he lost several moments which left the way open to us. It must be explained that the dvnamite cruiser Vesuvious had shot most of its projectiles, but all the harm they did was to kill a poor sailor who slept in the free air.
