PARLIAMENT OF VICTORIA. Tuesday.—In the Legislative Council the address to his Excellency was agreed to after Mr O'Shanassy had taken exception to that portion of his speech in which the Governor considered that the successful floating of the Government debentures was a convincing sign of prosperity. Mr O'Shanassy did not think that a plethora of money should be re garded in that light. The House adjourned to next Tuesday. In the Assembly, in "reply to Mr Kerferd, Mr M'Culloch Baid that though he had had no direct intimation from London, he understood that the loan would be floated in February. The Chief Secretary hoped to be able to lay the retrenchments, as embodied in the general scheme, before the House on next Tuesday. Mr Fellows obtained leave to bring in a bill for the better representation of the people, and submitted a schedule shewing how minorities might be represented. In a recent issue of the Sydney Morning Herald we find so valuable and so ably written an article on Educa'ion, that—stand ing; as a sort of Border Watch—we feel it incumbent upon our position to do something towards obtaining; for it due publicity and careful consideration in Victoria. As our contemporary is filed by every decent jour nalist in Australia Felix, we do not feel called upon to transcribe the article in full, but in the very teeth of being charged with offering a leader savouring so strongly of the historical in this column, we will give all that possesses a general and a lively interest for those who dwell south as well as north of the River Murray. Indeed, the present low and abject state of that oft rampant and high-flowing boundary might of itself afford a reason why Victoria should more nearly incline to her elder sister, and learn, with her, things which it is good to know. STOCK REPORTS, EfTFTTTOA AND MO AM A. The following mobs of stock have cros ed since our last issue:—' February 18-82 head of fat cattle ami S3 calves, George Howe, Moroco. .; . February 19—2,160 store sheep, R. Henty, from Ourmie. At length wo have a few crossings to report, but it •would bo truly ridiculous to suppose that the abovo are the only sheep and cattle that found their way into Victoria since last Wednesday. Under the present regulations it would bo very unfair to blame the police for allowing persons to cross stock without registering them; but if they could once in a way overcome tho difficulties which stare them in tho face, and procure an occasional conviction, they would do the state some service—service which we would he only too glad'to see fairly recognised.

The supply for the week was a small one, nearly all of which were from prime to good heavy cattle. This was a supply much in excess of that which •was expected. The day being hot and good sheep plen tiful, there was a decline in prices from last week of 15s. —Best pens bullocks brought from £9 to £10 17s; good do., brought from £7 to £8 15a; second quality do,, from £4 to £G 10s; inferior do., £3 upwards; good pens cows brought from £7 to £6 10s; second quality do., £5 to £6 10s; inferior do., from £3 up wards. I sold—103, Messrs Tobin and Co., bullocks, averaging £8 7s Cd; 40, Messrs Keys, and other small lots, to £9. Some of the other averages were—Mr A. A Hangwoman—The Pall Mall Gazette, speaking of the failure of the attempt to establish the right of female suffrage, asks " Is a man lawfully hanged who is sent out of the world by the hands of a hangwoman in stead of a hangman ?" The question is now a merely retrospective, interest, probably, for amidst the modern agitation for fe male employment no question has been raised of competition for this office. But in one of our western provincial capitals the " oldest inhabitants " still remember to have had pointed out to them in their childhood the harsh vieage of an old crone who once, when the executioner was not forthcoming, and the sheriff positively declined to per form the office which by law devolved on him, came forward, volunteered, and was accepted.
