With a substantial reduction in rates the increase in users will of itself mean a great increase in income. Even at present rates, the knowledge that the user is practically paying himself, paying that co-operative concern known as the city, and of which he is a part, would make a great deal of difference to him, as he would get back his share of the profit through the lowering* of taxes and through the various ways in which municipal ownership benefits the people. s(f 8m® NO. 30. One objection to municipal ownership of the light and water system is that the city is in debt, and to acquire the system would be to increase the debt. Will these objectors tell us how the city is going to pay its present debt without an increase of taxes or the acquirement of a profit-paying system of light and water? The largest of the municipal ex­ penses is for light and water. To remove that burden would be to lower taxes and to reduce the city's debt in a practical business way. It can be done by municipal ownership. We are told that taxes are high. What can be devised other than municipal ownership to lower them? The sum of all the small economies which might be made would scarcely affect the tax rate. The city is growing. All the time the people are asking for more sidewalks, for the improvement of streets. It costs something to provide these things. The city's needs grow faster than its taxing power. In other words, to pay for improvements which are demande...
