THE GOVEBrNOB'S MESSAGE* This communication which was de livered to the General Assembly, on last Wednesday, ts a plain, business-like paper, devoted entirely to a review of tho different departments under the management of the State, and ts devoid of unnecessary verbosity or sentiment. No allusion is made to national affairs nor political questions within the State. It reports a most satisfactory progress of affairs under a smooth-working and economic government of a happy and prosperous people. It shows that the debt of the State? fonded and being fonded, ts $6,592.825 -a decrease of $70,496 on the amount reported last year.
