I desire to take this opportunity of wishing my brother members of the Institute of Local Government Engineers of Australasia, the season's compliments. We have all had our cares of office during the year — some more than others; but I think it is a fact that we have all done well, and, with very few exceptions, will be satisfied with a repetition of the prosperity of the old year in the new. Our Institute has made satisfactory progress. Early in the New Year sections will be established in the remaining States. COOLAH'S MISTAKE. It remains to be seen what success will attend the advertisement of Coolah Shire (N.S.W.) for an En gineer and Sanitary Inspector at £275 per annum. Although there is an alluring addendum that the 'salary' is only 'to commence,' it will not be worth while a qualified engineer accepting: the^starr J '?ration rate in the hope of CpuneilVconscience smith ing it in the near future. The Council offering a wage of £275 for professional services has no con science, otherwise the recognised minimum of £350 would be offered from the outset. But even if Coolah is successful in securing a competent officer it can only count on his services as temporary, and liable to be withdrawn at an)' inconvenient moment. The engineer accepting £250 does it for one pur pose, and that is to fill in time pending the advertise ment of a better position. An effort is being made in certain quarters to deceive the public as to the actual scope of Walter Burley Griffin's authority as Federal Director of Design and Construction of Canberra. To infer that the position does not carry the authority of general superintendence and the control of operations is to disregard the terms of the em inent American Architect's agreement with the Fed eral Government. APPRECIATED SERVICES. During 2(i years' service with Richmond Council (V.), Mr. R. T. Kelly rose from boy to engineer and surveyor. When he was leaving recently to take up a similar position with St. Kilda Council, there were general expressions of sorrow. The Council asked him to reconsider his decision, and the work men .signed a memorial to that effect. Mr. Kelly, however, accepted the £400 a year offered by St. Kilda. In view of all the professions of sorrow it is strange that Richmond Council did not make it worth the officer's while to stay, as £400 a year not being anything too much for a competent engineer, another £50 or £100 per year could have been easily offered. The best test of a Council's sincerity is its readiness to reward merit in hard cash. And it seems that Richmond has lost an officer whom it will be hard to replace, because another Council was more appreciative of his services. After that all the sorrow of Richmond is so much hypocrisy.

Round the Jobs 'Squalid Lower George Street' is giving place to a fine line of business premises. just, below Grosvenor street, Builders Anderson and Cranston are busy on a four-storey shop. The plans are from the State Architect's office. It is constructed mostly of bricks from J. Gentle. St. Peters, with R. L. Scrutton's steelwork. The floor ing is from A. H. Hasell, and is Tasmanian oak. which is being widely accepted for Government work. The fourth and balcony floor is concrete, reinforced with expanded steel. In the front the roof is slate, but iron will be used at the rear, while a Congo flat roof will be laid over portion of it. The Lilyfiekl works are supplying all the joinery. At the corner of Essex and Harrington streets, a five-storey brick store is being erected by Builders R. Wall & Sons, under Architects Spain, Cosh & Dods.
