The officers of the Customs depart ment in the course of their duties obtain considerable insight into human nature'-: and amongst their fixed beliefs is one that every woman is a born smuggler. At this season of the year the officers are especially vigilant as regards the im portation of ladies dresses for the Mel bourne Cup. It is ungallantly averred that it is a common practice with ladies who order costumes from Worth and other famnous Cotinental artists to with hold the invoices from the Customs de partment, so that the actual price for the levy of duty may not be known.
