AHA1 MEWE OF THE MAYOR: OP PHII.ADEI._TPHIA. _a;i To the Select and Common Councils ' • of the City of Philadelphia: In presenting to you the statement of the governmentfinances, and improvements of Philadelphia, for the year which has recently closedas by law annually required, it is fitting that there _sheuld be the grateful recognition of the goodness and mercy whioh Almighty God has, in his providence, oontinaed to this city and its people. ' The past year has afforded renewed proof of the general and abiding attachment of this community to their civil institutions and privileges. The contests of political parties have, with unprecedented intensity and bitternessagitated the whole landand yet, in our midsthave given rise to no serious sots of violence or disturbances of the public peace; find in no instance bas the citizen bees prevented from rightfgl access to the ballotbox. FRIDAY, FEBRUARY 1, 1861 _S|E,p-rtii: 5, Prince Knng. There is a eertain sublimity in the superlative of ignorance. Prince Kung, next brother to Ms Celestial Majesty the Emperor of China—traditional Brother to the Sun and Moon, and first Cousin to the Stars—must be a sublime creation, lor he is excessively illinformed_". After he recently signed the Treaty with Great Britain, his Imperial Highness paid a friendly visit to Lord Elgin, and was attired, we are told, in a pace-colored satin robe with the Imperial dragon embroidered in gold on the skirt, and smaller animals of the same alarming class creeping up over his breast, shoulders, and back. He remained to lunch, and became chatty and confidential after he had Imbibed some Heidsieck. In this freeand-easy conversation he confessed that until the present visit of the English the Chinese did not know that India was merely a province of the British Empire, and that he, with the rest of his nation, had formerly believed Grea...

The number of lodgers In 1860 exceeded those ef the previoas year 5204or nearly twelve per cent.; and tbe arrests of individuals in a state of intoxioation exhibit an increase of twenty per cent. No stronger argument than that offered by these statistics oan be adduoed, or shoald be required, to show the terrible evils inflicted apon this oommunity by the present system of licensing the sale of spirituous liquors. ; If noh licenses were granted only at the discretion of aboard of competent citizensinstead »f the _itfalserimlnato and almost unrestricted manner id whioh they are now famished, it would exercise a wholesome inflaenae throughout the,_blty, and would tend to prevent much of the _prevalent inebriety. • ' ¦ ' 1 T&e detective officers have made 481 arrests, principally for crimes of the more important grade, and have recovered stolen property to the estimated value of $25,688, which-services have been but a small part of their active duties..
