And now the Georgians are tying all their stump-.tailed curs to the track and sitting calmly by awaiting developments. It is alleged that great frauds have been perpetrated heretofore in the contract to supply postal cards. Many of theso have weighed only four pounds to the thousnud, in~ stead of six, while the paper has contained twenty per cent. of clay in it instoad of ton, thus causing the cards to blot. The brother of As sistant Postmaster General Tyner is implicated, as ho was general postal card inspector. The new cards will be of two colors, and of much better quality. .Evarts on the Rampage. - WIN NSBO0. S. C. Thursday, May 31, 1877. R. MEANS DAVIS, Editor, JNO. 8. REYNOLDS, Associate Editor. A Relic of Barbarism. The fence law having passed the House is now in the hauds of the Senato. We trust it will pass that body. The bill as reported has no objectionable feature. It dees not lay down any rule, but simply per. mite the people of the respective counties of the State, except a few speially exempted, to decide by an electiun whether the present law shall be abolished or retained. The sentiment of the peopl can thus be taken, and if the opponents of the change are in the in.jority no harm will be done. If, however, as we believe, a large majority, in the upper counties especially, do desire the abolition of the present absurd law, they should be granted an opportunity of proving this. The lLw providing that stock shall be fenced out. I a1 its origin ages ago when there was but com paratively a small area of arable land in the State. In those days it 'Was cboaper to make...
