The Howards have finished their self-im posed and arduous labors, and ;rave nearly wound up their affairs.' There will be noth itug left, after paying outstand "ig bills and, physicians. It does not seem to be generally undierstood that the Howard .Association of New Orleans, under its charter, is not al lowed to carry any funds over. 'they are required to expend what they receive, or refund what is on hand when their labors end. For this reason our Howards announced some weeks ago that they had re ceived enough from the gen erous charty of their fellow citizens to meet probrable wants, and reqeusted further contributio, s to them to cease. This action, which was emi inently right and proper, and deserving of all praise, was the cause of some u-just cen sure at the time from those who misunderst...
