iU Interview With thie Louisana State Board of Engineers. CAPT. KERKAM ON PRESENT CONODIFIONS, gverything In Readiness to Meet the Flood -Time Required by a Freshet Wave to Reach New Orleans and What May be Expected. It seem to be the consensus of opin ion by those in authority and position to know that the overflow of the 5Mis sissippi river, this year, while more than likely to be great and possibly as high as that disastrous one of 1883, is not to be nearly so much appre hended as a calamity, for the reason that the immense levee systems which have been operatedl upon since then have been better perfected in the last year than ever before, and are now in far more substantial condition to with stand the inroadts and ravages of the currents and floods of the big river. 1 A New Orleans States representative paid a visit to the oflice of the Louisana t State Board of Engineers Saturday d afternoon and sought an interview of a Major Henry B. Richardson, the s engineeer in chief. Major...

-HE '- TRUE -:- DEMOCAT. PUBLISHED WEEKLY AT !ST. FREANCIVILLE, LOUISIANA. Russia is not only to build her own railroads through China, but is to build China's own railroads for her. It is estimated that the present wealth of the United States exceeds the wealth of the whole world at any period prior to the middle of the eighteenth century. The New Jersey grange does not "believe in giving tobacco to the con victs in the penitentiary. Part of their punishment, it thinks, should be a deprivation of such luxuries. The South is becoming a formid' able rival to New England in the mat ter of manufactures as well as to other sections of the country in the matter of products and in her foreign trade, observes the Trenton (N. J.) American. Sir John Gorst, who id at the head of the educational department in Eng land, is in hot water for declaring in a public speech that "at birth there is 91 not much difference between a baby and a monkey," and that the monkey y has the advantage. m A Boston...
