A dispatch from Washington City give, as "Washington gossip" a rumor that certain members of the Cabinet are opposed to pro scription of office-holders. We doubt terr much whether any such policy has eyer been adopted by the Administration. It is probable that the Administration holds itself free to examine the claims of new applicants for offices whoso term is about to expire, and to make a selection from the list of applicants upon the same basis of original appointments. Where an office holder is evideatly apheld by the sentiment and recesamendatieBS of those most interested in a good selectlefi, ad when his qualifications are good, we do not believe that the President would knowingly remote him. But when the contrary appears and when the incumbent's place may be filled without prejudice to the public interest, then it is competent to remove him.
