To the Editor. Sir,— I beg to know, through the medium of your paper, have the Magistrates in this place no power to make drivers of carts, going through the Town, lead their horses by the head. An occurrence took place last Tuesday, which will prove the necessity of such a regulation. A horse and cart ran off endangering the lives of the inhabitants, several attempted to stop the animal, but all exertions that were made only mad- ened him, and increased his speed ; passing my door, I endeavoured to do the same, but was only able to impede his straight-forward course by making him turn off the street, when the cart upset, and to my utter astonishment, a boy was thrown out of it, for tunately unhurt, but might as readily have been killed on the spot. The corres pondence doet not alter our opinion in the matter. We repeat, that Inquetts ought to have been held upon the bodies of the unfortunate sufferers, and that the failure of the Coroner as stated by him in hii .Report, does not make it appear to us that - lie did his duty, by going, and returning as he went.
