THE VICTORIAN ACT. The Local Government Bill, which Minister Hagelthorn will shortly introduce into the Vic torian Legislative Council, has as its main object the compulsory amalgamation of the small borough councils that are struggling for existence on an insufficient revenue. It is hoped by this means to afford a satisfactory basis for amalgamations. Instances could be cited in which the revenue of a borough council is under £300 a year, out of which salaries for presumably efficient service have to be paid. By the absorp tion of small boroughs into their larger neighbors, the cost of local government will be cheapened, whilst greater efficiency should be secured. : ? ? a ?

SYDNEY'S NEW LORD MAYOR. The Question of his 'Policy.' No sooner is Sydney favored, or inflicted, with a new Lord Mayor than the question of his 'policy' becomes the burning civic question. Lord Mayor-elect Richards, whom we congratu late has already received the customary sage advice from the daily press, evidently as a means of in fluencing whatever policy he may have to pro nounce into their specially-chosen channels. Alder man Richards will be well advised to set aside their gratuitous guidance, and exercise his oavh business initiative and intuitive grasp of the present civic situation. The policy required is not necessarily that of any of his predecessors. The policy in Sydney's best in terests is to be drawn from the exigencies of the present municipal situation, and it is here that the new Lord Mayor will have to tax his enterprise. The Architects' Exhibition. AN INTERESTING SHOW 'ONLY A PANSY BLOSSOM' The fifth biennial exhibition of the New South Wales Institute of Architects was opened by the President (Mr. G. Sydney Jones) on December 10. His remarks were addressed to a meagre but inter ested audience. It is traditional on these occasions to speak beyond the, comprehension of the average man, in whose interests, we are to believe, the exhi bition 'is biennially erotten together. -But the Pre sident »very sensibly departed from official usage by cutting out 'tradition,' and delivering words which were certainly intelligible to the most casual drop per-in, if the opinions did not find unanimous ac ceptance. The object of the' exhibition, he, said, was two fold — to extend public interest in the work of the Institute, and to give an idea of what was being done. A man who was once a lawyer does not necessarily become a 'sharp.' ' Words to that effect were spoken at last week's meeting of the N.S.W. Master Builders' Associa-- tion in the course of a discussion on the builders laborers' Federal award, and in reference to certain remarks of ludee Hifferins in narticular. In delivering the award the learned judge was reported to have made certain remarks which mem bers regarded as reflecting on one of their number, and themselves as master builders. They made no secret, of their feelings in the matter, and spoke with characteristic candor on what they appeared to genuinely consider a wrong. Architects, Builders and Engineers Builders' Laborers. THE FEDERAL AWARD A 'BOMBSHELL.' Vice-President Williamson aptly expressed the feelings of N.S.W. master builders, at the last meet ing of their Association, when he described the builders laborers' Federal award as a 'bombshell.' It has not yet, in a manner of speaking, exploded, because the jurisdiction of Mr. Justice Higgins is to be tested. But the very fact of its issue, and the possibility of its standing, are sufficient to cause consternation among the employers. The judge is reported to have said, in delivering the award that he was satisfied that the conditions in the industry called for Federal legislation. The wages prescribed in the different States were glaringly inconsistent, as applied to men when doing exactly the same work, and for the court to refuse to adjudicate would be to endanger seriously the peaceful working of the industry.
