Test.—Some of the Administration presses in other States seek to produce the impression that tho Nebraska bill is not a test measure in the ranks of the Democracy ; but ono fcbout which they may differ without dividing^heir forces. Queen Isabella has been compelled to send for Espartero, and to instruct him to form a Government, the Rivas Ministry having resigned.
