Nov. 9, 1871 Editors Alta : The question of what policy is necessary to be pursued to obtain a permanent peace with the Apache Indians, being one that most deeply concerns the people or this Territory, and is also discussed by the press and people of the whole country, it has impressed me with a sense of duty to give to the public such views as I entertain upon the subject, gathered Irom years ot experience and observation among these Indians During the past two years I have traveled over the larger portion of Arizona, and have had conversations with these Indians whenever and wherever I could come in contact with them. I have been impressed from the commencement with a desire to have peace given this unhappy Terri tory, with the least possible bloodshed, and whenever Indians have gone to inillitary posts professing friendship, it has ...

THE CITIZEN. Price per Year, $5 ; Six Months, $3 TXTO S0 3ST, ARIZONA Saturday, - Deo. 33, 1871. The Treaties perfected at the first session of the Forty-second Congress are published by us to-day in a sup plement, by proper authority. Tkkee is nothing more remarkable in newspaper history than the al most universal change of tone recently brought about in the great press of the country on the Indian question, and chiefly, too, upon the sad and un paralleled number of atrocities com mitted by the Arizona Apaches. Three months ago, it was a rare thing to read a kind word in behalf of this suffering population in any of the eastern journals ; now it is fully as rare to pick up one of them having any reference thereto, which does not speak the words of truth and true philanthropy. The more powerful Now York, Boston, Cincinnati, Chi cago, and "Washington journals, as those in many other cities, are demand ing all this people ever sought or now want. Again we say it, and know it is un def...

THE CITIZEN. Price per Year, $5; Six Months, $3 TITO SOKT, AEIZONA Saturday, - Dec. SO, 1871. IVork of the Bandits. "Wo have heretofore published the interpretation of our extradition treaty as given by tho Supreme Government of Mexico, and pronounced it as very bad, and that it could but engender more slaughter of our citizens, for it practically said that any citizen of iTexico might proceed into U. S ter ritory and rob and assas3inato whom he pleased, and return and receive the protection of his government in plainer terms still, it was an official invitation to citizens of Mexico to rob and murder Americans on American soil with safety assured in advance, Ever since, more or less of our peo ple have been slain by Mexican ban dits, and latterly within a period of 30 days, six were so murdered, and five of them in a most barbarous manner. It is apparent to all here, that this terrible slaughter must grow better or worse. There is no use to say to men while seeing their neighbors b...

THE CITIZEN. Price per Year, 85 ; Six Months, $3 TUC SOW. ABIZONA Jan. G, 1872 Colonel Henky A. Biqelow, As sessor of Internal Revenue for Ari zona; is among tlie oldest, as lie is of the most useful, citizens of this Terri tory. He is possessed of boldness arid intelligence, and acts upon the highest order of public principles. As a mem ber of the community, he always un derstands its wants and acts accord ingly in a most liberal and unseltish spirit. The fact that he is a United States officer does not impress him with the idea that he is the Govern ment ; and the other fact that he ro ceives his commission, from those who may take it away, does not lead him to a servile sacrifice of true principle for any cause, and especially because bad officers and men belie him and thereby try to effect his displacement from an office that is made more hon orable by his exercise of its duties. It may be wondered why we single out Mr. Bigelow at this time for favor able mention, and we at once...

PrDLIC attention is directed to the statement in this paper by the Terri torial Treasurer of Arizona. It will thereby bo seen that this Territory on January 1, 1872, was out of debt and a cash balanco on hand for. future pur poses of 3,313 2o. Can any other Torriffinr rnnl-n snrOi n. tinn shnwin"" ? The Territorial government has been in operation for nearly nine years, and the peoplo have been killed by the hundred by Indians, and their property stolen by them in like or greater proportion. Through this long siege of murder and theft almost without parallel in any part of any nation, Arizona has made some prog ress in taxable property and popula tion- r has kept her credit "giltedged," and now shows a cash balance, small as it appears, that probably no other Territory or State in the Union can exhibit.
