The use by the banks, for their own benefit of the money deposited with them, has received tlio sanction of the govern ment from the commencement of this con uection. The money received from the people, instead of being kept until it is need ed for their use, is, in consequence of this authority, a fund, on which discounts are made for the benefit of thoso who may hap. pen to be owners of stock in the banks se tected as depositories. He alio says that "the men at work oo the Hail Road were tho most efficient men at tho Polls J and that about three hundred of them were present, while thair wagos were going on, at the expense of the state." On the contrary, all the men that were at work on the Rail Road, were und. r a Whig contractor the moat bitter Whig in the Count 1 and if any of the nun left the work, it was at his, or thair own expenae, and not at the xpenas of the State.
