COX6UE8S. We have the proceedings of Con gress on the 3d inst. In the Senate the Oregon bill was taken up fur considera tion at an early hour. Mr. Choate addressed the Senate upon the merits of the articles of the treaty, defining the boundary as far as it was jettled. Sir. Benton rejoined, raafurming his Jbrmei positions, and reflecting upon the .treaty of the Secretary of State. Mr. YVoodbridge made a few remarks with reference to some of the witnesses adduced by Mr. Choate to sustain his po sitions. Mr. Choate said a few words in an iwe' to Mr. Benton, with Mitchell's snap before him, which sustained his View of the question, and which were in opposition to those of the Senator from Missouri.
