Arrival of the Africa Armistice Between France and Austria. On the 17th inst., the Emperor of the French telegraphed to the Empress that an armistice had been concluded between the emperor of Austria and himself, and that Commissioners had been appointed to settle the clauses and duration of the armistice. : The Paris Monitevr, in publishing the official dispatch, appends the fol Jowing remarks " "It is necessary that the public should not misunderstand the extent of the armistice. It is Jimited merely to a relaxation of hostilities between the belligerent armies, which, though haying the field open for negotiations, does not enable us for the present to see how the, war may be terminated." Its rapid increase, tlie higti price of real estate, and- some swag gering have led persons to think its evident prosperity mere bloat There is no donbt that some of its high tide it brought in by high "wind," and there is just as little doubt much is real. There are sure indications of success in and around "Dowagiao which we have not failed to notice. Its citizens af e public spirited, rather inclined to go beyond than fall behind. Its loca tion is, in many respects good. The surrounding country, when Dowagiac ws laid out, was, in a degree, -wild. It is now settling up.- Take the road from "Whitmanville to Dowagiac as a sample It disgusts every visitor with the country.
