Notice to Miners, The Proprietors of the Town of Vernon, situated at the mouth of Feather River, respectfully represent to Miners, Traders and others upon the Yuba and Feather rivers, Moth, Fish and Bear Creeks, that they have perfected arrangements for the prompt transmission of Goods and Passengers to all the principal Mining Localities in this neighborhood. The News by the Panama. — Our files came to hand just after the paper was struck off last week: As most of our readers have not seen the news, we publish such extracts from our files as are of the most interest. — The Panama arrived in twenty days from the Isthmus, bringing dates from New York to 30th June and from New Orleans to July 13. Among the passengers are Mr. Moore, the new Postmaster, and also the new Deputy Collector of San Francisco. The Cholera. — The ravages which this disease is making at this moment in nearly every part of the civilized world, (as appears from the European news, added to the most recent communications from various sections of the Union,) present the most awful and imposing spectacle of which the human mind can conceive. The great Œumenic pestilence of the nineteenth century has become a topic whose interest to 'all living' transcends that of even the stupendous Revolutions now in progress. Political events lose their interest to men in view of death. ...

Post Office Arrangements.—We are informed that the 'Government Post Office,' (God save the mark,) at San Francisco, is in most admirable confusion. Somewhat less than ten Postmasters have been appointed in as many weeks, succeeding each other with a rapidity peculiar to the lively state of affairs in California. Rotation in office is the order of the day, and, so far as the Post Office is concerned, there is no especial reason to be dissatisfied. For the benefit of the people the Government appoint Postmasters for California, and for the same excellent reason either neglect or absolutely refuse to pay them, or even provide for the necessary expenses to do the work. This is certainly to be commended as a most beautiful system of political economy. A Postmaster is sent to San Francisco with a salary of $2,000. when at the same time the Postmaster General knew, or should have known, that such pay would scarcely furnish clean linen for the incumbent.
