As we understand the matter, the primary purpose of the postal service is to carry communications—either written or printed—thus facilitating business tra auctions and social inter course. * But when it comes to sending paekoges of merchandise for business houses by mail, then the postal ser- vice in a distinct factor in business, and, as such, should be put on a bus- inebu footiug and not used foT the benefit of a few busiuess houses at the expense of the majority. The Postmaster-General tells us that it costs on an average 7 cents per pound to carry mail matter, and the profit,made on carrying letters at 32 cents per pouud is more than lost in carrying newspapers at 1 cent a pound, so that the annual deficit of the service is now about $9,000,000 per annum.
