Though the local Labor leagues pro fess to be very indignant because Cr. Jenkins, exercising his undoubted right of private judgment, voted for the re duction of the rate and for the re-elec tion of Cr Shillaheer as representative of Footscray on the Metropolitan Boarl, the great majority of ratepayers are with him on both questions and honor him for refusing to bow the knee to the advocates of spoils to the victors. It is recognised by every right thinking person that the first duty of a council or is not to a self-constituted and irresponsible organisation, but to the ratepayers who elect him and that any councillor who votes against what he considers to be in the best interests of the district, is false to those he repre sents ; false to his oath of ollice and false to his conscience. Collins acknowlediced the compliment Mr.H. Jack proposed the health of the hostess. Mr. Harry Freeman Jnr. re sponding. Miss Freeman was the re cipient of many handsome presents. The catering was in the hands of Mrs, Armbruster.
