State of Parties in Europe. Un calm reflection regarding the state of affairs in Europe, it may be seen that a convulsion will take plade in France upon the death, if not before, of the present King. This convulsion will inevitably lead to a general war. In Spain, Espartero, the Duke of Vic- tory, has been recalled by the Queen, and the former minister was hooted by the populace of Madrid ; a law was in contem- plation to abolish tlie succession of females to the crown, after the death of Queen Isabella, thus striking at the root of the French alliance with ¡Spain. In Russia and Prussia they seem to hold back from interfering in the affairs of West- ern Europe, the monarch of the former ap- pearing to be disgusted with the cares of state, and desirous of abdicating. To the Editor of the "Independent Journal" ¡sir,-A little dip into the past may be _profita ble at the present time, for the purpose of keeping us banded together as subjects of the Queen. All are alike disgusted with the administration,of Lt. Col. Irwin, and those who move within the sphere of his influence ; so much so, that if we had not received advices of the appointment of Capt. Fitz- gerald, one half of the present population would have deserted Western Australia. We are ruled by a man holding the double situations of Gover- nor and Commander-in-Chief. /Such situations naturally incline him to despotic conduct, in the administration of public affairs, which, I am sorry to say, is, alas ! too plainly to be perceived in all the acts emanating from him as the ruling power ; but perhaps he has been urged on to unpopular measures by selfish individuals who are now thrust into the rear.
