That the charges of drunkenness preferred against the general forenian, Mr. Itoughton, andthe foreman of the carriage sheds, SMr. Dobney, have not been sub. etantiated. 2. That it has been proved that drunkenness was formerly so notorionus in the Williamstown workshops that one man obtained the name of " the walking.dram. shop," but that the offenders in this respect are not now in Government employ; and further, that Rule 23 of the rules and regulntions guiding the locomotive branch should be made more stringent in order to prevent in toxication. 3.
