TOWN PLANNING ASSOCIATION. The Council met at .1 - Grosvenor street, at -l.i50 p.m., on December 9, there being present Mr. John Sulman, F.R.I. B.A. (President), Professor Irvine, Alderman Leitch, Messrs. j. H. .Bradfield, AY. De Putron, John Garlick, Burcham Clamp,- J. H. Maiden, Norman Carter and G. A. Julius. It was agreed to request the Premier to forward a copy of Professor Irvine's report to each Alder man of the metropolitan area, together with 100 copies for judicious distribution by the Association. Professor Irvine suggested that lectures should be delivered in , the different suburbs, and that the Association should include good roads and the dust problem in its programme. It was decided, on the motion of Alderman Leitch and Mr. Bradfield, to print the papers of Mr. J. D. Fitzgerald and the Hon. Secretary. A TALE OF TWO COUNCILS. This is the tale of two Councils, embodying a moral regarding the influence of a qualified en gineer. ? Wyaldra and Gulgong adjoin. Wyaldra has a permanent qualified engineer (Mr! J. D. Gornily) for two reasons. Firstly, being a shire, it is obliged to under the Act. Secondly, it has an enterprising Council of common-sense men. Gulgong has not an engineer- — for two reasons also. Firstly, being a municipality, it is not obliged to under the Act. Secondly, the Council is not up to-date. Therein is the difference between these two Councils. : :',? '„'.' But the ratepayers are apparently in agreement on the vital subject of an engineer. The residents of a portion of the municipality are seeking an amal gamation with the shire for the purpose of bringing the area under the expert supervision of an engineer. MANLY'S ENGINEER. Manly has an alderman whose name is Ogilvy, but which the ratepayers, at the first opportunity, should certainly change to 'Walker.' The welfare of the district, through the administration of the local Council, calls for it, and it is to be hoped that the response will be in accordance therewith. Alderman Ogilvy is of a type which the collective judgment of ratepayers is gradually eliminating — the type that would save time by stopping the clock, and for that reason destroy efficiency to effect economy. At a recent meeting of the Council this alderman moved the following motion : — 'That, owing to the straightened financial posi tion of the Council, the engineer be granted two months' leave of absence without pay, and with the money thus saved three maintenance men, who otherwise would be dispensed with, be re tained.'- ?????? Clipped from 'The Age' : — 'The appointment of one engineer to act for the Sale Borough, Avon Shire and MafTra Shire, is under consideration, at the sug gestion of the Avon Shire, which asks that Mr. A. J. Johnson, town clerk and engineer for Sale, should resign as town clerk and take the position.
