Major Andre. In'theyear \7S0,General Arnold, who from his rank and talents had been in great favor with the Americans, quitted their ranks, and joined the British army. This, though a valuable acquisition, was too dearly purchased by the degradation and death of the brave and amiable Major Andre, who volutcered his services tn maks arrangements with Arnold an the occasion. B y some accident, Major Andre was compelled to remain disguised within the American lines all night, and next morning was discovered, after he had passed them on his way to New York. He was seized, confined, tried, and sentenced to be hanged as a spy, notwithstanding every remonstrance " that could be urged against it. An American captain, and a Lutenant Bowman, of the republican army, were selected as his guard, the day before his execution. Tire adoption of the Amendments to the Constitution, will give rise to new legislation in which it is not unlikely that parly Yee'ing may become warmerl y enlisted, and subjects agitated that will excite the strongest desire lo obtain early and correct information. A new Administration, it is expected, will also come into power, and give birth to new measures under its new men.
