The President issued a proclamation on the 1 4th of April lat, calling oat 75,000 militia of the several States of the Union, and convening Con v'ress on the Pourth of July. In that document the following remarkable paage occur: "I appeal to all loyal citizens to facilitate and aid this effort to maintain the laws and integrity of the National Union and the perpetuity of popular government, and rtJrets wrongs that haoe long been endured." It becomes an interesting matter for inquiry, hi the light of past events, what "wrongs" Mr. Ltxcolx desired to "redress" which "hare long been endured?"
