TUESDAY, JULY It, 1866 The Twenty Thousand Dollar Exception. uo. - j ? : No single act in President Johnson' ad ministration has given to the thoughtful and patriotic citizens of the Union a better earnest of his statesmanship than the inser tion in the amnesty proclamation of clause excluding from its benefits all rebels worth more than twenty thousand dollars, ' Nothing of the kind having been attempt ed by president Lincoln, or made promi nent in the various schemea of reconstruc tion advocated by the press or attempted by legislators, it took the country some what by surprise, but thoughtful men every where soon perceived its necessity and wisdom. In it, more than in any other one thing, is developed the kernel of the President's reconstruction policy. The exception is justifiable and proper, regarded in either of two lights as a pun uh merit or as a preventive. Viewing it in the former aspect...
