I was so unfortunate as to be taken prls. oner by the half civilized Rebels, with about one hundred others belonging to the Ilrst Vermont Cavalry, who shared with me the same fate. Among these there were three young men belonging to Company "A." who will be the sub jects of of this communication. The first class arc to run forty years with the in terest at four per cent., and the other class will mature in thirty years at four and one half per cent. They are made exempt from all taxation except the in come tax. The amount to bo Issued is equal to the amount of live-twenties, and the new bonds are to be used exclu sively in taking up the latter.
