We hare no faith in the promise of Gov. Walker, that the whole peo ple of Kansas should participate in the Ter ritorial election in October next " under the ' laws of Congress," and until we see him ta king some steps towards removing the ob stacles in the way of a full and free partici pation in that election, we shall regard his promises as mere clap-traps, calculated to induce the people to abandon the Topeka Constitution.
