You can sec by it that the Gila Forest Reserve will not be cut down :is the department has at present determined. I presume that the department has adopted this new liberal policy as to tim ber cutting upon forest reserves, -and as to pasturing in the same, in order to avoid Riving them up. Han na, has received from the secre tary of the interior, the follow ing regulations to govern the cutting o Í timber on the (lila .and the Pecos forest reserves in New Mexico: 1. The matter is a privilege, and not a rijht. It may he re fused to any person. 2. Who can (jet timber under free use provisions of law: It is usually granted to settlers, farm ers, prospectors, and others re- . siding within or in the neigh borhood of a forest reserve. 3. Who can not get it: It is re fused to corporations, companies, sawmill parties, the owners of large establishments who require larger quantities and are expect ed to purchase; and to non-residents of the state in which the reserve is located. 4. How much is given, and by whom: Permits for an amount not exceeding $20 in stumpage value may be granted by the forest...
