A Monarchy in France. Monday')* telegrams show that the fears of the French Republicans, expressed when MeMalion was elected President of the Republic, were too well founded. They looked upon his election as a wedge to prepare the opening for the introduction of monar chy; they thought a President was elected that a King might succeed. In accordance with their fears it is now proposed to establish a monarchy, based on the old charter of ISI4. Owing to the pressure upon our columns by special telegrams, the re port pf an irrigation meeting, held at Oallntin yesterday, and a great mass of other local matters is unavoid ably crowded out. Pennsylvania and the Railroads. A constitutional convention is now in session in Pennsylania. Several amendments to its constitution are proposed, which, if adopted as a part of the organic law, will effect radical and sweeping changes. These amend ments declare that all canals and rail roads in the State are public highways, free to all persons to use them on equal terms, acconllng to fixed rules and rates, without invidious discrimina tion, and subject to the general laws. Chipp, Justice of the Peace, is the loser to the extent of nearly §l.">,otn>. The history ot this extraordinary ease is as follows: Mr. Chipp. a gentleman w ho has retired on a moderate income, and who holds the office of Justice merely for the honor of the thing, no revenue being derived from it, has spe culatcda little during the past summer withSlo,<>oo or $16.01)0 worth of United States bonds, and by watching the market closely litis made a good profit on several occasions. Boyer, editor of the Oakland ibrvh/iyht, has been rusticating in Ventura county, and thus describes a big grape-vine he has discovered, In the columns of his journal: Vent urn ran boast of a grape-vine which, though not equal in size nor in age to the celebrated Santa Barbara vine, surpasses probably any other vine of like age in the world in size, vigor of growth, lieauty and fructifica tion. It has only been known to the natives, nml the civilized world, so to speak, knew nothing of its existence until a few months ago. Xo more terrible case than that of the Sunrise, has ever been tried in the courts of San Francisco, ft is stated in the bill that three sailors on the voyage from New York jumped over boanl and committed suicide, to avoid further illtreatment. The accusation is, that, so fearful and so unbearable were the tortures inflicted on the crew , that three of their number voluntarily drowned themselves.
