[Cincinnati Commerotal] In combined effect, men gain by being massed, and the United States Senate never looked better than when it .appeared two by two filing down the central aisle of the House of Representatives on Thursday morning. They were preceded by the box bearers-two men carrying mahogany boxes, in which were locked the precious votes which are to decide the fate of eighty thousand office holders and five hundred thousand office-seekers. Then came Vice President Ferry and Secretary Gorham, follow de by two clerks of the Sen ate. In some instances the Sen atorial couples looked oddly paired, again fitly paired, ac cording to temperament. For example, the ruddy Welsh cheeks of Senator Jones were wonderfullybrought out by the Indian lines of Logan, whose arm he held. AMENDING THE CONSTITUTION. A telegram from Washing ton to the PHILADELPHIA PRESS, contains the following : Representative Maish, of the York (Pa.) district, is the first in the field with a carefully considered measure to provide for all future contingencies such as that which is now en gaging the attention of the 'eountry. He offered this 'morning in the House a joint resolution looking to the adoption of a constitutional amendment which will make all adequate provision for fu ture Presidential elections. It is not, as may be seen, one of those measures of hasty con ception and crude manufacs ture which is unlikely to stand the criticism of the mind of lawyers and statesmen, for Mr. Maish, besides being one of the best thinkers and hard est workers of the Pennsylva' nia delegation in Congress, has put his head up against ex-Senator Buckalew's, and 'the Maish amendment scheme' as it is already called, was the result. There is just cause for com plaint, not because they have awardced the votes, of Florida and. Louisiana to Governor Haybs, but because . of their pdrsistent refusal to inquire into the truth of th' certificates which covered those votes. Thus far their inquiries and their decisipn. when reduced to plain terms, amount to nbthing more than this: that Stearns was Governor of Flo rida on thle 6th of D cember last, and that Kellogg was Dp pAcrTo Governor of Loisiana on the same date. It did nut require the creation of h' high and ektraordinary Commission like that now in ses ion to inquire into and decide his torical facts like these. They were beyond dispute and were not disputed.
