Mr. Bayly submitted u series of resolutions referring the various topics embraced ill the President's annual message to the appro- priate committees. In the course of tho debute which ensued Mr. Howard said that if this Union was ever to bo dissolved it would be dissolved as a matter of feeling not as a matter of intorest in any respoct. In tho remarks which lie intended to submit he sliould indulge in no recrimination of the North be- cause there were men there who had stood by the Constitution as it came from Washington add his companions'in tho conven- tion. Let justice be done to those who had maintained the great principle of non-intervention. When the crisis comes every slave-holder and Southerner will stand up as ono man in the defence of their rights.
