DAY-LABOR AND MUNICIPALISE!. . The inherent deficiencies of day labor seem in capable of correction either in State-or- Municipal enterprise. To apply the system is to voluntarily accept handicaps which make burdens of the simp lest undertakings, and create all manner of difticul ties in the easiest solutions. Failures are re corded all along the Hue for day-labor, and to shift its venue from State to Municipalism is not to in crease its capabilities one iota. We have this proved in the ghastly failures of the public works system, on the one hand, and through the recent dis closures of the Lord Mayor of Sydney on the other. The only feasible explanation possible in either case is that day-labor being employed, anything like expeditious and efficient workmanship is im possible. The election returns are yet too indecisive to allow of any definite forecast being formed of the ultimate slate of parties in the next parliament. It would appear almost certain that whichever side is in the ascendant, its majority will be so s.lender as to necessitate obedience to the few inde pendents returned. We have seen the evils associated with an even division of parties in the early stages of the last parliament, and more -recently in the Federal Government. It has been productive of stratagems and 'catch divisions' to the complete elimination of legislation. Yet anomalous as it may seem, a parliament so elected is representative of the will and wisdom of the people, and reform must simply await their clearer vision. THE YEAR'S RECORD AND THE ELECTIONS. . When publishing the year's constructional record in 'Building' Magazine on the 6th inst., we were optimistic of the future, and we do not now join with the morning press in being concerned and agitated over the decisive Labor victory in the second metro politan ballots. We fail to discover: any necessity for pessimistic forebodings. The country lived— and lived well — through the last three years of Labor regime, and there is nothing to indicate why it should not repeat the performance in the future. We are ready to subscribe to the view that a reversion to Liberalism would have been preferable. But against this we have to consider the decisiveness of the poll, and the fact that the people have an inherent power of best providing for their own legislative requirements. For instance, in the case of the Referenda, the great bulk of the people who voted' straight-out Labor decisively defeated the Party's plea for an enlarged constitution. When the...
