By the action of the various States, and by the President'! emancipation proclama tion, the institution of slavery hai been abolished in all the Southern States except Keatucky aid Delaware. I the former State tome 2:25,000 slaves were held at the breaking out of the war, in Dela ware 1,798. But the various chancel of the war the moviDg South of rebel slave owners with their slaves negro en- lislments the absorption by the army of thousands of slaves belonging to disloyal owners and individual emancipation reduced the total number of slaves held in these two States to between fifty and one hundred thousand.
