A dispatch received to day from Was shintnon states that yesterday the President in a special message to Can Kress, transmitted a communication from Secretary Kirkuood cnclosinp, letters from Acting Governor Gosper of Ariiona in relation to lawlessness in that Terri tory. Ths President alls attention to recommeEdation in his annual message that the posse comitatuw act be amended to permit the use of the military i assisting civil authorities in that Terri lory lo maintain order, and suggest: again tnat such legislation seems re¬ quired. In his communication, Secretary Kirkuood states that in New Mexico and Arizona, the difficulty in the way lepressinc lawlessness arises fioro the tact that sheriffs are intimidated, or that from personal motives they desire to curry favor with the disorderly element of society. It is therefore suggested whether it would not he expedient and proper that authority should be con ferred by law...

It was described as a barren mid desolate waste, inhospitable for the want tit water and vegetation. The discovery ot the Gunsigbt and its wonderfnl development he prodnoetl revolution in popular opinion, ami to¬ day there is bo more promising section in the Territory for the prospector or tlie investor. It was a fortunate thing for Myers district that its first mine devehypefl should have shown such an immeunc body- and snail rich ore, atid it is equally fortunate that it came under judicious management. When U. 1'. Bivins, backed by Hon. S. P. Ely, one of the largest iron manufacturers ot Marquette, Lchigan, went into the Myers district two years ago, to develop this wouderful property, he had to meet obstacles, both natural and those interposed by unscru¬ pulous men.
