In our last issue we closed our article on the "Chinese Question " with the inquiry, whether existing laws furnish, or can be made to furnish, to the people of Montana an adequate remedy for present and future evils, growing out of the excessive immi gration of Chinee. In our last article upon thisqaestion; we sought to demonstrate that under the law as it now exists, the Territory has full con trol over the subjectofalienageasadisquali Acation for holding real estate. * We then promised in a fature article to point out a practical plan by which this power of the Territory can be exercised to the benefit of the people. To brefly outline such a plan is the pur pose of this article, promising that the plan bereln submitted is merely an outline, and only designed to call forth suggestions of a " better one.
