The third section of the postal up-" propriation act of last session repeals hII laws permitting thf transmission by mail of any free matter whaterer. From and after June 30th utidtrr this law quarterly prepayments of postage willbe required on, all newspaper ex changes and country newspapers same as now, namely, five cents per quarter for weekly newspapers, thirty cents per quarter for papers published six times per week, and thirty-five cents per quarter for daily papers; prepay ment per quarter or per year to be made either at the office where mailed or at the office where delivered.
