The European "War. Late- arrivals from Europe bring four days later new of the progress of beTig erent forces. The new m important; Napoleon has made a finnal declara tion of war to bis legislature, and an nounced his intention to head the armyy nthe French has also commenced pour ing into Italy. Some engagements are reported but they are not confirmed, and, a battle was expected about the 5th. 'The French Minister at Vienna, and the Austrian 'Minister at Paris, had both quitted their posts. Napoleon was expected to leave on the 6th. '. ". . Its prospects 'which has been circulated qnite extensively of late, contains a personal request from j Senator Douglas to his friends, to aid in its support. As the exposition of his views its position becomes important, and we note in its issue of the 12th, an article, which should not be permit ted to pass without comment. Its ob ject is nothing more or less than to show that " non-intervention " is not "Squatter Sovereignty," so that at last, even Douglas has abandoned the latter humbug.
